The Item Upgrader in World of Warcraft
The War Within introduced Valorstones, and Harbinger Crests as two currencies to upgrade gear. They can be exchanged at the NPCs who upgrade items, Cuzolth and Vaskarn.
Each item can be upgraded to its highest level for a given slot once. After that upgrades to that slot will be cheaper. The pity system, which was introduced with The War Within, also reduces the extreme variance of upgrades.
Upgrades
Upgrades are elements that boost performance or add new features. Upgrades can be purchased or earned in a variety of ways like in-game events or cash shop items.
Upgrades are only available to specific items. As opposed to improve items , which can be applied to any item but upgrades are only available to the item they are attached to. This means that upgrades cannot be applied to a weapon until it already has the equipment of players. However, certain items can be upgraded multiple times, providing a much more benefit to the owner of the item.
The concept of upgrades is relatively new. It was introduced in patch 4.1.0. The upgrade system lets players fuse additional improvements to equipment to increase its power, from simple strength boosts to significant damage and defense increases. Upgrades are divided into tracks, and each track has its own limits on how high an item can be upgraded. These limits are designed to stop players from going through low-keystone dungeons and upgrading their equipment all the way to.
Consumables, weapons, and armor are all upgradeable items. Most gear is already upgraded as it is dropped however, some items (such as Ornn's gear, or the baby Dracolich pet) can't be upgraded. Another drawback is that upgrades are costly. Each step up an item's upgrade level will cost a certain number of Valorstones and crests, based on the item's slot and the level of the item. Weapons, for instance require more Valorstones and crests to upgrade. There are however some items in the cash shop that can reduce the cost of upgrading.

Recycles

It is not a 100% assurance, and in some instances, an upgrade will not change the item type.
It is recommended that players prioritise upgrading their BiS (Best in Slot) items first, then non-BiS items. This will give players an established base to build on when they are leveling up. They can then concentrate on increasing tiers and gaining additional stats.
